As part of the ongoing capacity-building initiative “Fortify Lecture Series – 2025”, the Vigilance Branch of South Central Railway conducted a special lecture on 04 December, 2025 at the Rail Nilayam Auditorium, Secunderabad. The session focused on “Vigilance Perspective in Tenders and Contracts.” This marks the fifth lecture organized under the series this year.Shri Srinivas Malladi, Deputy General Manager (Coordination) & Secretary to General Manager, SCR, and former Director Vigilance, Railway Board, delivered the keynote address.
Shri Sanjay Kumar Srivastava, General Manager/SCR, Shri Satya Prakash, Additional GM/SCR, Shri Ashish Mehrotra, Senior Deputy General Manager & Chief Vigilance Officer/SCR, along with other senior officers and staff, participated in the event. The lecture saw large-scale participation from officers and employees across the SCR zone through video conferencing.
In his welcome remarks, Sri Ashish Mehrotra, SDGM & CVO/SCR, highlighted the significance of strictly adhering to the established guidelines while dealing with tenders and contracts. He emphasized that vigilance is a shared responsibility, urging participants to utilize the insights gained in their daily work
During the session, Sri Srinivas Malladi addressed key aspects related to tender and contract management for railway officials, tender committees, conveners, and approving authorities. His lecture covered provisions from the Constitution of India, Indian Contract Act, Sale of Goods Act, GFR, Indian Railway Vigilance Manual, CVC Manual, and related Railway Board instructions.Key topics discussed included formulation of proposals, tendering modes, committee formation, sensitive issues in tender evaluation, rate reasonability, withdrawal of offers, abnormally low bids, doctrine of substantial compliance, contract management, and relevant case studies. The objective was to enhance the understanding of officials on proper handling of tenders and contracts.Addressing the gathering, Shri Sanjay Kumar Srivastava, General Manager, SCR, stated that the intent and integrity of officials play a decisive role when evaluating their decisions. He advised them to exercise sound judgment and act responsibly.
Sri Satya Prakash, Additional General Manager, underscored the need for timely finalization of tenders to ensure projects progress as planned. He also urged officials to conduct a thorough review while extending ongoing contracts.
