Purpose of the Compassionate Ground (CG) Adalat
The Secunderabad Division of South Central Railway organized a first-of-its-kind Compassionate Ground (CG) Adalat as a landmark welfare initiative with the primary objective of ensuring speedy, transparent, fair, and time-bound compassionate appointments to the eligible dependents of deceased railway employees.The sudden loss of an employee often places the family under severe emotional and financial distress. Recognizing this reality, the CG Adalat was conceptualized as a humane and proactive administrative mechanism to address long-pending compassionate appointment cases and allied grievances in a single, structured, and decision-oriented forum, while strictly adhering to the extant rules and procedures of Indian Railways.
This initiative aimed to eliminate procedural bottlenecks, reduce unnecessary delays, and minimize repeated visits to offices by bringing all key stakeholders, decision-makers, and service providers onto one common platform. The Adalat provided an opportunity for the bereaved families to directly interact with senior divisional leadership, enabling clear communication, immediate guidance, and confidence-building reassurance.
In addition to compassionate appointment cases, the CG Adalat adopted a holistic approach to grievance redressal. Dedicated counters were established to resolve pending issues related to settlement dues, New Pension Scheme (NPS), and complimentary pass facilities, ensuring that families received comprehensive support without administrative hurdles. To further strengthen financial awareness and security, bank officials were invited to educate families on the Railway Salary Package and insurance schemes covering both accidental and natural deaths
The personal involvement of the Divisional Railway Manager and senior officers ensured that each case was examined with empathy, objectivity, and accountability, resulting in prompt and informed decisions. This direct engagement not only expedited case disposal but also restored trust between the administration and the families of deceased employees, reinforcing the Railways’ long-standing commitment to employee welfare.The Compassionate Ground Adalat stands out as a pioneering model of welfare-driven governance, demonstrating that administrative efficiency and human sensitivity can coexist. By delivering timely relief, reducing procedural complexities, and providing dignity to bereaved families, the initiative has set a benchmark for compassionate grievance redressal and serves as a replicable model for other Divisions and Zonal Railways across Indian Railways.
